The Council is the governing body of WPC Energy which convenes once a year. Its global membership elects the President and an Executive Committee every three years to develop and execute its strategy. The Council also selects the host country for the next WPC Energy Congress from the candidate countries. To ensure the scientific and topical quality of the event the Council elects a Congress Programme Committee whose members are responsible for delivering the high-level content for its Congresses.
National Committees nominate leading experts from their countries, and the Council selects the best candidates to ensure a diverse range of expertise. Program Committee meetings are held 1-2 times per year and focus on shaping the agenda for the World Petroleum Congress, including approving the most significant topics for scientific and technical sessions. The Program Committee ensures fair selection of chairs, vice-chairs, moderators, and experts for specialized sessions, as well as participates in selecting the best scientific papers submitted by potential presenters and speakers for the Congress.
National Committees have the opportunity to nominate 1-2 candidates to the WPC Energy Young Professionals Committee. The committee is intended to promote a realistic image of the energy industry amongst the youth together with its challenges and opportunities. The main focus areas of the WPC Energy Young Professionals Committee include the creation of a strong network, the set-up of an effective communication plan, the definition of a sustainable strategy for the Young Professionals Committee and a strong presence at major activities of WPC Energy. In this regard, the Committee's meetings are held 1-2 times per year and are scheduled to coincide with the WPC Energy major events.
The Russian delegation's visit to Belgrade:
strengthening international energy cooperation

A delegation of the WPC Energy Russian National Committee returned from Belgrade, Serbia, where it participated in WPC Energy Programme Committee meeting and held several meetings with the leadership of the World Petroleum Council and colleagues from member-countries. After a three-year absence, the official Russian delegation has resumed its participation in the working bodies of the WPC Energy. Following extensive consultations, the RNC WPC ensured the full restoration of Russia's position within the organization. The delegation emphasized that significant international energy cooperation is impossible without Russia as a leading global supplier of oil and gas.
Key achievements:Alexey Gromov has been confirmed as the official representative of Russia in the WPC Energy Programme Committee for two terms until 2028.
Four Russian experts have been appointed as chairs and deputy chairs of Forums at the 25th World Petroleum Congress, which will take place in April 2026 in Riyadh, Saudi Arabia. The topics of these forums include geoscience innovations, the LNG market, smart infrastructure, and human capital development.
Anna Svetkovskaya from AO "Zarubezhneft" has joined the International Planning Committee for the 8th WPC Energy Youth Forum, which will be held in October 2025 in Kuwait. A quota of five Russian speakers has been approved, and discussions are underway to increase this number.
During the delegation's visit to Serbia, they met with the Russian Ambassador, A.A. Botan-Kharchenko, to discuss energy cooperation and broader bilateral relations. In a gesture of respect for our shared history and the memory of Soviet soldiers' heroic deeds during World War II, delegation members laid a wreath at the monument to Belgrade's liberators, and also paid tribute to General P.N. Wrangel, a graduate of St. Petersburg's Mining Institute.
The visit highlighted Russia's continued influence in the global energy dialogue, despite geopolitical challenges. These appointments, increased quotas, and strengthened ties with Serbian partners have paved the way for expanded cooperation. Russia remains dedicated to driving innovation and sustainability in the energy sector through multilateral collaboration.
