The Council is the governing body of WPC Energy which convenes once a year. Its global membership elects the President and an Executive Committee every three years to develop and execute its strategy. The Council also selects the host country for the next WPC Energy Congress from the candidate countries. To ensure the scientific and topical quality of the event the Council elects a Congress Programme Committee whose members are responsible for delivering the high-level content for its Congresses.

National Committees nominate leading experts from their countries, and the Council selects the best candidates to ensure a diverse range of expertise. Program Committee meetings are held 1-2 times per year and focus on shaping the agenda for the World Petroleum Congress, including approving the most significant topics for scientific and technical sessions. The Program Committee ensures fair selection of chairs, vice-chairs, moderators, and experts for specialized sessions, as well as participates in selecting the best scientific papers submitted by potential presenters and speakers for the Congress.

National Committees have the opportunity to nominate 1-2 candidates to the WPC Energy Young Professionals Committee. The committee is intended to promote a realistic image of the energy industry amongst the youth together with its challenges and opportunities. The main focus areas of the WPC Energy Young Professionals Committee include the creation of a strong network, the set-up of an effective communication plan, the definition of a sustainable strategy for the Young Professionals Committee and a strong presence at major activities of WPC Energy. In this regard, the Committee's meetings are held 1-2 times per year and are scheduled to coincide with the WPC Energy major events.
